"UAP Are Real": The Hearing That Named a Program

Two subcommittees of the House Committee on Oversight and Accountability held a joint hearing on November 13, 2024, titled *Unidentified Anomalous Phenomena: Exposing the Truth*. 18 The room was packed. 3

Four witnesses testified: former Pentagon official Luis Elizondo, retired Rear Admiral Tim Gallaudet, journalist Michael Shellenberger, and former NASA official Michael Gold. 24

Elizondo's central assertion was flat and unhedged: UAP are real, and advanced technologies not built by the United States or any other government are monitoring sensitive military installations worldwide. 4 He argued that excessive secrecy had produced real harm to civil servants, military personnel and the public. 7

Gallaudet's testimony was the more procedurally specific. The retired admiral — a thirty-two-year Navy officer and former head of the Naval Meteorology and Oceanography Command — described learning of the issue in January 2015 through an email about multiple near-midair collisions. 5 His argument was structural: by classifying UAP material inside special access programs, the government put it beyond the reach of senior officials and the legislative branch, producing an oversight vacuum and a live safety risk to aircrews. 5

The name in the room

Shellenberger came with something the previous hearings had lacked: a name. He described a whistleblower report, shared with him and with members of Congress, alleging an unacknowledged special access program called Immaculate Constellation — described as a repository consolidating imagery, video, radar returns and signals intelligence on UAP collected across U.S. military and intelligence platforms. 6

He did not produce the archive. He produced the allegation that it exists and that it has been withheld from Congress, which is a different thing, and the Department of Defense denied it. 6

What changed, and what did not

Nothing was proven on November 13. No imagery was declassified, no program was confirmed, and the witnesses' most striking claims rested on their own credibility. 2

What the hearing did establish is that a retired flag officer, a former Pentagon programme head and a working journalist were all willing to say, on the record and under oath, that the United States government is concealing this file. That is a political fact even if it is not yet an evidentiary one.

Members left calling for transparency. 3 The following year they wrote a whistleblower protection bill.
