Fifty-Two Years of Silence, Ninety Minutes of Questions
In May 2022 Congress held its first public UFO hearing since Project Blue Book closed. The most important number in the room was 400.
On May 17, 2022, a House Intelligence subcommittee held the first public congressional hearing on unidentified aerial phenomena in more than half a century. 14 The witnesses were Under Secretary of Defense for Intelligence and Security Ronald Moultrie and Deputy Director of Naval Intelligence Scott Bray. 1
The number that mattered: reported UAP incidents had grown to roughly 400, up from the 144 catalogued in the previous year's intelligence assessment. 1
Nothing had appeared in the sky to cause that. The count went up because the Pentagon had started asking, and because reporting one had stopped being career suicide.
Destigmatisation as policy
Representative André Carson opened by calling for exactly that — an end to the stigma around UAP reporting, which he said had got in the way of good intelligence reporting. 1 That framing set the tone for the entire modern era of this file: not a search for aliens, but a functioning safety and counterintelligence reporting channel. 3
Bray also disclosed a number that gave the exercise urgency. Across the period studied, military aviators had logged eleven near misses with UAP. 7
Eleven near misses is not a philosophical problem. It is a flight-safety problem, and it is the reason this hearing happened in a national security subcommittee rather than a science one.
What the officials would not say
Both witnesses were careful. The prior year's assessment had found no evidence the objects were extraterrestrial or attributable to a foreign adversary — and had also been unable to explain most of them. 1 Neither man moved beyond that.
The hearing produced no revelation and was never going to. Its significance was procedural: it re-established that this is a subject the United States Congress is permitted to ask the Pentagon about in public. 68
